    Your requirements vs. your price is ludicrous. You’re about 30 pounds shy of realistic.

    That said, it doesn’t get cheaper than GoDaddy — at least, not and still work most of the time.

    Cheap is not always best what if your website is down 10% of the time everyday.
    I have been using http://aplis.net/ as web hosting service provider – So far no I had not faced any issue.
    Else try awardspace for free.

    Obviously as I work for UK2.net I’m going to trump their (excellent :P ) web hosting solutions but check out an independent review site such as http://www.WebHostingChat.co.uk as they have literally a gajillions of threads regarding sub £20 hosting offers.
